Joseph Swift Phillips founded the city of Covina in 1882 on a 2,000-acre (8.9 km 2) tract. This tract was acquired from the holdings John Edward Hollenbeck. He was one of the 1842 grantees at Rancho La Puente. Hollenbeck purchased a failing coffee plantation from three brothers from Costa Rica, Pedro Maria Badilla and Julian Badilla in 1875. The latter bought it from the heirs John A. Rowland.

Covina Firehouse Jail Museum
The firehouse-jail, which was built in 1911, was the first civic building constructed in the City. It is now home to the Covina Firehouse/Jail Museum. This museum is located at 125 East College Street. It is open every Sunday except on holidays from 1 to 3.30 pm. Volunteers from the Covina Val Historical Society staff it, and they can answer questions or guide you around.
